Location: Hanoi

Background: As part of the Vietnamese Government’s efforts
to implement the targets of the Strategy on Socio-Economic
Development 2001 – 2010 and to establish a rule-of-law-based
society, a comprehensive legal needs assessment (LNA) was
undertaken in 2001. Based on the LNA, a Legal System
Development Strategy (LSDS) 2001-2010 was formulated and
then approved in 2005. A Management Structure for the
implementation and co-ordination of the LSDS has been
proposed.

TERMS OF REFERENCE

Background

The ADB is implementing a regional project covering Vietnam Laos and
Cambodia entitled Making Markets Work Better for the Poor (M4P). The
purposes of the project are to (a) conduct analytical work on the
functioning of markets and the extent to which the poor are able to
benefit from them, and (b) to build capacity to support pro-poor
market development through research activities, networking and the
promotion of policy dialogue in the three project countries.

One of the areas of research that is being supported by M4P is the
participation of the poor in global and local value chains. The
proposed consultancy work would be part of this research theme.

CECI is a Canadian INGO working in Vietnam since 1991 in the areas of
agriculture and rural development, disaster mitigation and volunteer
placement. CECI is the in-country manager for the AYAD and VIDA
programs in
Vietnam. The AYAD program places skilled young Australians aged 18-30, on
short term assignments to strengthen mutual understanding between
Australia
and countries of the Asia Pacific region and make a positive
contribution to
development. The VIDA program is Australia's newest international
volunteer
program and recruits and supports Australians of any age who volunteer to
work with people of other countries towards the sustainable
development of
their communities. Both programs are funded by the Australian Government
through its development assistance agency AusAID.

FFI (Fauna and Flora International) is seeking bilingual
university-level science students -- either overseas
Vietnamese (Việt Kiều) or national students who have studied
abroad -- to work as environmental education interns. The
internships are offered in the spectacularly beautiful Ha
Long Bay region, where FFI has just launched a multi-year
outreach program. Supported by a grant from Britain’s
Darwin Initiative, FFI and local partners aim to motivate
people in the area – a UNESCO World Heritage Site – to work
together actively in support of sound environmental
protection strategies.

The World Health Organization (WHO) in Viet Nam is seeking a
Vietnamese national to work full-time as Programme Officer
to support the Child health programme. This position is for
one year and will be based in WHO’s Ha Noi office.

Duties and responsibilities:

1) To facilitate the implementation of the Regional Child
Survival Strategy and enhance collaboration among various
existing stakeholders in the area of child health in Viet
Nam.

2) To provide technical support to the Ministry of Health in
the implementation of the WHO/Government Plan of Action on
child health and nutrition and ongoing activities such as
Young Infant IMCI algorithm evaluation study, development of
strategic directions in neonatal health and Infant and Young
Child Feeding.
