I. BACKGROUND
Ba Ria – Vung Tau Provincial People’s Committee (BR-VT PPC)
is implementing a 3-year UNDP-funded project entitled
"Coastal and Marine biodiversity conservation and
sustainable use in the Con Dao islands region (2006-2008)”
(Con Dao Project). The project is implemented under National
Execution (NEX) modality of UNDP.
The Con Dao Project has a goal to strengthen local capacity
for marine and coastal biodiversity conservation, improve
the integration of conservation and environmental management
into development planning, establish a sustainable financing
mechanism for biodiversity conservation, and link local
efforts to national strategies and policy development, thus
contributing to the conservation of globally significant
coastal and marine biodiversity.
The project is now seeking qualified candidates for the
following 4 positions to work in Project Office located in
Con Dao district, Ba Ria – Vung Tau province:
1. Project Manager (PM)
2. Project Conservation Officer (CO)
3. Project Secretary/Interpreter (PSI)
4. Project Accountant (PA)
Under the overall supervision of the National Project
Director (NPD), these staffs are responsible for their own
works in order to undertake tasks as designed in the Project
Document and conform to NEX policies/procedures. All of
these posts must be working on a full-time basis, starting
from February/March 2006.

III. TERMS OF REFERENCE FOR RECRUITED POSTS
1. Project Manager (PM)
Title: Project Manager (PM)
Starting Date: February/March 2006 (36 months,
full-time)
Duty Station: Con Dao, Ba Ria – Vung Tau province,
Viet Nam
Reporting line: Report directly to the National Project
Director
Background
Under the direct supervision of the National Project
Director, the Project Manager is responsible for the
operational management of the project, i.e. s/he assumes the
day-to-day operational management of the project in line
with the project document as well as policies/procedures for
nationally executed projects. For this reason, s/he must be
able to work full-time on the post.
Duties and Responsibilities
1. Prepares and updates project work plans, and submits
these to the NPD and UNDP CO for clearance.
2. Participates in quarterly work planning and progress
reporting meetings with the NPD, PMU, and UNDP
3. Ensures that all agreements with implementing agencies
are prepared, negotiated and agreed upon.
4. Drafts TORs for key inputs (i.e. personnel,
sub-contracts, training, procurement) and submits these to
the NPD and UNDP CO for clearance, and administers the
mobilization of such inputs.
5. With respect to external project implementing agencies:
(a) ensures that these agencies mobilize and deliver the
inputs in accordance with their letters of agreement or
contracts, and
(b) provides overall supervision and/or coordination of
their work to ensure the production of the expected outputs.
6. Assumes direct responsibility for managing the project
budget by ensuring that:
a) project funds are made available when needed, and are
disbursed properly,
b) expenditures are in accordance with the project document
and/or existing project work plan,
(c) accounting records and supporting documents are kept,
(d) required financial reports are prepared,
(e) financial operations are transparent and financial
procedures/regulations for NEX projects are properly
applied; and
(f) s/he is ready to stand up to audits at any time.
7. Assumes direct responsibility for managing the physical
resources (e.g. vehicles, office equipment, furniture...)
provided to the project by UNDP.
8. Supervises the project staff and local or international
short-term experts/consultants working for the project.
9. Drafts project progress reports of various types and the
Final Project Report as scheduled, and organizes review
meetings and evaluation missions in coordination with UNDP.
10. Reports regularly to and keeps the NPD and UNDP PO
up-to-date on project progress and problems.
Qualifications
1. University degree (preferably post-graduate degree) in
natural resources management/ marine and coastal resources
management or related fields;
2. Knowledge and experience in project management and
implementation;
3. Strong analytical skills, good inter-personal and team
building skills;
4. Full time availability for project management duties;
5. Working level of English language is an absolute
necessity;
6. Familiarity with technical assistance projects and UNDP
program in Viet Nam is an asset.
2. Project Conservation Officer (CO)
Title: Conservation Officer (CO)
Starting Date: February/March 2006 (36 months,
full-time)
Duty Station: Con Dao, Ba Ria – Vung Tau province,
Viet Nam
Reporting line: Report directly to the Project Manager
(PM)
Responsibilities
The incumbent will work closely with technical experts,
consultants and sub-contractors in undertaking all technical
work in the project document, including the following
specific tasks:
1. Provide support and participate in development and
implementation of biodiversity conservation programme
(monitoring, protection and enforcement), including the
development of a methodology for monitoring ecological
indicators, baseline assessment of ecological indicators,
threats analysis, field survey activities. Facilitate the
training of government/CDNP staff in ecological/biodiversity
monitoring, including the collection and analysis of
indicators related to marine and coastal resources.
2. Provide support and participate in development and
implementation of: (i) a new CDNP Management Plan, meeting
international standard, suitable to local context.
3. Provide support and participate in development and
implementation of: (i) a project communication strategy;
(ii) a conservation and environmental education programme
for park-visitors; and (iii) an awareness and advocacy
programme on marine and coastal biodiversity conservation.
This includes:
∑ Support project consultants to conduct a community-based
assessment of conservation awareness in the project area,
including a baseline of knowledge, attitudes and behavior
attitudes towards nature (species, habitats and landscapes).
∑ Facilitate the production of conservation awareness
materials (booklets, posters, etc.).
∑ Facilitate the training of selected Con Dao NP staff in
conservation education/ awareness extension techniques.
4. Facilitate and participate in development of: (i) a Con
Dao Sustainable Tourism strategy; (ii) a CDNP Ecotourism
Master Plan, using participatory approach, including a
detailed implementation plan for implementation of and
accompanied regulations for Con Dao Sustainable Tourism
strategy
5. Participate in quarterly work planning and progress
reporting meetings with the NPD, PMU, and UNDP.
Qualifications
1. University degree in biology, environmental science, or
other relevant subject and at least 7 years experience in
ecological assessment, ecological monitoring and
biodiversity conservation.
2. Sound experience in scientific researches/ surveys in
connection with biodiversity conservation and sustainable
management of natural resources.
3. Strong analytical skills, good inter-personal and team
building skills;
4. Good oral and written skills in Vietnamese and English.
5. Knowledge and experiences of development/ marine and
coastal/conservation projects would be an advantage
3. Project Secretary/Interpreter (PSI)
Title: Project Secretary/Interpreter (PSI)
Starting Date: February/March 2006 (36 months,
full-time)
Duty Station: Con Dao, Ba Ria – Vung Tau province,
Viet Nam
Reporting line: Report directly to the Project Manager
(PM)
Responsibilities
The PSI has two main areas of work:
∑ Administration.
∑ Interpretation and translation.
As Project Secretary
1. Provide necessary assistance in the operational
management of the project according to the project document
and the NEX procedures;
2. Draft correspondence on administrative and program
matters pertaining to the Project Office responsibilities;
3. Undertake all preparation work for procurement of office
equipment, stationeries and support facilities as required;
4. Undertake preparation for project events, including
workshops, meetings (monthly, quarterly and annual), study
tours, trainings, etc. This also includes preparation of
background materials for use in discussions and briefing
sessions on project matters;
5. Logistical arrangements. This includes visa,
transportation, hotel bookings for project staff,
consultants and invited guests coming for project
activities;
6. Assist in preparation of project work plan and reports;
7. Be responsible for project filing system. This includes
setting up the filing, numbering and filing all incoming and
outgoing correspondence;
8. Prepare regular list of events for sharing of information
within project staff and outside;
9. Take care of project telephone, fax, and email system;
10. Assist with project communication activities, including
publications;
11. Assist with preparation of TORs and contracts for
consultants/experts for project activities;
12. Participate in quarterly work planning and progress
reporting meetings with the NPD, PMU, and UNDP;
13. Carry out any other relevant tasks assigned by NPD, and
PM.
As Project Interpreter/Translator
1. Provide interpretation services to the Project
activities, including meetings, small-scale workshops, and
relevant events;
2. Act as interpreter for NPD, STA, and international
consultants;
3. Translate project documents, materials, papers, letters
etc. from Vietnamese into English and vice versa.
Qualifications
1. University degree in English, and/or environment or a
related subject;
2. Good command of both written and spoken English and at
least 3 years of working experience as
interpreter/translator for foreign funded projects, and
familiar with project administrative support;
3. Strong communications skills and interpersonal skills;
4. Good organizational capacity and secretarial skills;
5. Knowledge of administrative procedures of the Government
and of foreign organizations;
6. Good computer skills in common office software programs
(Windows, Microsoft Word, Microsoft Excel, Power-Point,
email and internet);
7. Knowledge of environment or biodiversity would be an
advantage;
8. Experience in working with UN agencies and / or other
international organizations would be an advantage.
4. Project Accountant (PA)
Title: Project Accountant (PA)
Starting Date: February/March 2006 (36 months,
full-time)
Duty Station: Con Dao, Ba Ria – Vung Tau province,
Viet Nam
Reporting line: Report directly to the Project Manager
(PM)
Responsibilities
The main duties of the Project Accountant are as follows:
Planning:
1. Participate in preparation of project work plans
2. Prepare quarterly advance requests to get advance funds
from UNDP in the format applicable.
3. Ensure a sufficient advance for activities in the planned
quarter.
4. Assist the PM and NPD in project budget monitoring and
project budget revision.
5. Participate in quarterly work planning and progress
reporting meetings with the NPD, PMU, and UNDP
Accounting/Reporting:
1. Set up accounting system, including reporting forms and
filing system for the project, in accordance with the
project document and the NEX procedures.
2. Maintain petty cash transactions. This includes writing
of receipts, preparation of payment request form, receipt
and disbursement of cash and clearance of advances.
3. Prepare cheques and withdraw money from the bank.
4. Prepare project financial reports and submit to PM and
NPD for clearance and furnish to UNDP as required.
5. Enter financial transactions into the computerised
accounting system.
6. Reconcile all balance sheet accounts and keep a file of
all completed reconciliation.
Control:
1. Check and ensure all expenditures of project are in
accordance with NEX procedures. This includes ensuring that
receipts are obtained for all payments;
2. Check budget lines to ensure that all transactions are
correctly booked to the correct budget lines;
3. Ensure documentation relating to payments are duly
approved by the NPD;
4. Discuss any potential problems with the PM, bringing any
actual or potential problems to the attention of the NPD;
5. Follow up bank transfers. This includes preparing the
bank transfer requests, submitting them to the bank and
keeping track of the transfers;
6. Ensure Petty Cash is reviewed and updated and records are
kept up-to-date;
7. To continuously improve system & procedures to enhance
internal controls are satisfy audit requirements.
Bank reconciliation:
1. Bank statements should be collected from the banks on the
5th working day of each month;
2. Bank accounts should be reconciled and reported on or
before the 8th of each month;
3. Prepare monthly bank reconciliation statements, including
computation of interests gained to be included into reports.
Inventory Register:
1. Maintain a proper inventory of project assets register,
including numbering, recording, and reporting;
2. Maintain the inventory file to support purchases of all
equipment/assets.
Administration:
1. Maintain filing of financial documents;
2. Be responsible for planning and procurement of project
stationary and office supplies;
3. Calculate and prepare staff time records;
4. Provide assistance to organization of project events,
including workshops, seminars, and meetings.
Undertake other relevant matters assigned by the PM and NPD.
Qualifications
1. University degree in accounting, finance or related
fields;
2. Solid experience of budgeting, planning, and reporting on
foreign funded projects;
3. Good secretarial skills and good organizational capacity;
4. Knowledge in administrative and accounting procedures of
the Government
5. Good computer skills in common word processing (MS Word),
spreadsheet (MS Excel); and accounting software.
6. Good knowledge of a computer-based accounting software is
an advantage;
7. English language skills, both spoken and written.
