Background: As part of the Vietnamese Government’s efforts
to implement the targets of the Strategy on Socio-Economic
Development 2001 – 2010 and to establish a rule-of-law-based
society, a comprehensive legal needs assessment (LNA) was
undertaken in 2001. Based on the LNA, a Legal System
Development Strategy (LSDS) 2001-2010 was formulated and
then approved in 2005. A Management Structure for the
implementation and co-ordination of the LSDS has been
proposed.
The project: UNDP was requested by the Vietnamese Government
to assist the legal reform process through a project to
support the implementation of Viet Nam’s Legal System
Development Strategy to 2010. The current project was
conceived in the process of the LNA and a joint formulation
mission, which took place in 2002. The overall purpose of
the project is to assist the finalization and implementation
of the LSDS by providing assistance to i) improvement, for
the purpose of approval, of the Draft LSDS ii) the
establishment of an effective management mechanism and
support to the implementation of the LSDS and iii) the
establishment of the Legal System Development Facility
(LSDF) – a flexible support facility, which will facilitate
implementation of high priority projects and address
emerging needs. The project is scheduled to run for four
years, starting from 2003 and is funded by UNDP,
cost-sharing with other donors and the Government of Viet
Nam.
Position: Under the direction and supervision of the NPD and
its Deputies and NPM, the Legal Specialist II will work full
time, and divide responsibilities, with the existing Legal
Specialist (Legal Specialist I), as well as the STA, to
support the Director, his or her Deputies and the NPM in
implementing and coordinating the Project activities and
achieving Project objectives.
Specific tasks and responsibilities include:
1. Assist the Director, his or her Deputies and the NPM in
preparing the detailed work plan for the realisation of
Project objectives, as well as work with the Legal
Specialist (I), STA, and others in the preparation of plans
and methods to carry out individual specific Project
activities.
2. Provide support to the Director, his or her Deputies and
the NPM in coordinating diverse activities to make the
fullest possible use of Project resources. Regularly contact
and collaborate with relevant Ministries and/or Departments
implementing Project activities to ensure the substantive
content of the Project work plan.
3. Provide support to the Director, his or her Deputies and
the NPM in investigating the possibility of collaborating or
carrying out joint activities with other projects in the
legal field to maximize the impact of Project activities, as
well as ensuring cooperation with other internal and
external counterparts.
4. Assist the Director, his or her Deputies and the NPM to
coordinate activities of other members of the Project
Management, other legal experts of the Ministry of Justice
and internal and external experts in implementing Project
activities.
5. Review and make recommendations to the Director, his or
her Deputies and the NPM on Project activities and outputs
to ensure that the relevant priorities of the Project are
reflected in such materials.
6. Collect and collate relevant data, including through the
regular monitoring and evaluation of Project activities and
outputs, and prepare draft periodic progress reports under
the supervision of the Director, his or her Deputies and the
NPM.
7. Carry out such other duties as are requested by the
Director, his or her Deputies, or the NPM or as required by
the procedures and practices outlines in the NEX Manual,
Project Co-ordination Rules, or Government of Vietnam
regulations.
Qualifications:
- Vietnamese citizenship.
- Post-graduate university degree in Law, with excellent
Vietnamese and good knowledge of English (IELTS from 6.0 or
equivalent).
- Minimum of 7 years of experience in working in the legal
or judicial sector, including with the private sector. Skill
and knowledge in formulating project proposals, conducting
assessments or evaluations, or organizing training.
- Familiarity with government activities and the procedures
relating to the organization and activities of the judicial
and legal institutions of Vietnam.
- Ability to work with a broad range of individuals of
diverse nationalities, institutions and levels.
- Familiarity with the activities and procedures of UNDP and
experience in working with UNDP or other donors will be an
advantage.
- Familiarity with basic office procedures and computer
programs, such as: Windows, Microsoft Office (words, excel,
adobe acrobat, etc.), and common Vietnamese software.
- Full time availability for Project duties.

Position:
The Project Administrative Assistant, under the direct
supervision of the NPM, is responsible for the day-to-day
administration and scheduling of project activities and for
the facilitation of the exchange of information between
Vietnamese experts and international experts in order to
properly implement the Project. He or she reports to the
NPM.
Specific tasks and responsibilities include:
1. Undertake administrative act and provide basic clerical
support for the implementation of Project activities, in
accordance with the procedures and practices outlines in the
NEX Manual, Project Co-ordination Rules, or Government of
Vietnam regulations.
2. Assist the NPM, Legal Specialists, STA, and Facility
Specialist to schedule meetings and to prepare for and
execute Project activities with designated cooperating
agencies and sub-contractors, as well as any other bodies
and individuals, including responsibility for the
maintenance and regular updating of a database of Project
activities, schedules, and deadlines.
3. Assist the NPM, Legal Specialists, STA, and Facility
Specialist in the preparation and updating of work plans.
4. Assist the NPM in preparing agreements with designated
cooperating agencies and sub-contractors.
5. Assist the NPM in administering the use of project
inputs.
6. Assist the NPM in purchasing and managing Project
physical resources (furniture, stationery, equipment, etc).
7. Provide administrative and logistical support to
ensure the maximum efficiency of Project staff, other
experts working for the Project, Project beneficiaries, and
Project activities.
8. Assist the Project in collecting data and information
and in scheduling the drafting of Project management
reports.
9. Serve as Project Office receptionist.
10. Maintain and update Project common files and records,
as well as manage and circulate Project correspondence and
other documents.
11. Report to, and regularly update, the NPM on the
progress, problems and constraints of Project
implementation.
12. 12. Carry out such other duties as are requested by
the Director, his or her Deputies, or the NPM.
Qualifications:
- Vietnamese citizenship.
- University graduate with excellent Vietnamese and sound
English verbal and written skills (IELTS from 6.0 or
equivalent); preferably with a bachelor’s degree in law,
economics, public administration or a management-related
discipline.
- Minimum of five years relevant work experience, with two
years of practical experience in office administration in
the private or public sector, in an English speaking
environment.
- Good interpersonal and team-work skills; demonstrated
ability to take initiatives and achieve results; and ability
to work with people from different cultures.
- Excellent organizational and office administration skills.
- Excellent computer skills, with thorough knowledge of
relevant word processing, spreadsheet, and project
management programs.
- Familiarity with donor financed TA projects and accounting
procedures will be preferred.
- Full time availability for Project duties.
