The Support to Public Administration Reform Programme
Project in the Ministry of Agriculture and Rural Development
(MARD), VIE/02/016 is seeking highly qualified national
candidates for the position of National Gender Inititatives
Coordinator.

Terms of Reference

Job Title: Gender Initiatives Coordinator
(National)

Project: Project PAR in MARD (UNDP VIE/02/016)

Location: Hanoi

Duration of assignment: Nine (9) months
1. Project Background

The PAR in MARD Project strongly supports gender equity and
has formulated activities where gender balance principles
are incorporated into activity inputs and outputs. A Gender
Taskforce, represented by selected stakeholders including
the Women Union, CFAW, Communist Party, Trade Union, Youth
Union and Management School, has been formed to ensure the
Project’s support interventions are appropriately
gender-sensitized.

The promotion of gender equity in PAR in MARD aims to:

- Increase awareness of gender sensitivity among men and
women at the communes and the provincial and national levels
of MARD and DARDs;

- Advocate gender sensitivity and equity in the agriculture
sector;

- Institutionalize the collection and analysis of
sex-disaggregated data from both qualitative and
quantitative samples within MARD and DARD;

- Train and support staff within MARD and selected DARDs to
design gender-sensitized projects.

The Project’s support interventions under four components
that are identified in the 2006 workplan. The interventions
are activated at the critical decision points:
policy-making, administration and operational levels.

2. Summary of duties

Under the overall supervision of the National Project
Manager and the Resident Technical Adviser, the National
Gender Initatives Coordinotr (GIC) will undertake the
following duties in close cooperation with the Gender Focal
Point of the Project:

- Assisting the surveys undertaken by the Project by
ensuring disaggregated gender data is collected and
analysed;

- Assisting the development of training courses and
reference materials (job description writing, job analysis,
staff appraisals and promotion, grievance handling and ICT)
by ensuring that gender-sensitivity is given due
consideration;

- Suggesting monitoring and evaluation tools for gender
interventions;

- Ensuring effective coordination of PAR in MARD project
gender interventions with the ADB funded gender
mainstreaming project at MARD

- Preparing written information on, and results of, the
Project’s gender interventions and organize briefing
sessions to share lessons learnt to all stakeholders;

- Providing administrative support, organising training
courses, workshops…

- Carrying out other tasks assigned by the NPD and NPM

3. Qualifications, experience and competencies

a) Bachelors degree in Sociology, Psychology, Management, or
any branch of social sciences is essential;

b) At least 5 year work experience is essential;

c) Experience in assisting surveys relating to
socio-economic issues is essential;

d) Experience of organizing workshops, training worskops is
essential;

e) MS Office Word and Excel literacy is essential;

f) Diligence is essential;

g) Ability to team work is essential;

i) Ability to draft technical reports in English or
Vietnamese is essential;

h) Having completed research and analysis assignments is
desirable;

i) Having presentation skills is desirable;

j) Work experience in MARD or in the public sector is
desirable.

k) Experience UNDP funded project under NEX (National
Execution) modality is highly desirable.

4. Timeframe

The GIC shall commence his or her duties in second half of
Mar 2006, and complete the assignment within nine (09)
months. The contract may be renewed/extended upon
satisfactory completion of the tasks.

5. Place of assignment:

The GIC will be based at the Project Office in Hanoi.

6. Output of assignment:

- Availability of disaggregated gender data in the results
of surveys conducted;

- Assure gender balance in workshops and training courses
organised by the Project;

- A monitoring and evaluation tool for gender interventions;

- Publication of impact and lessons learnt for the Project’s
gender interventions;

- Conduct briefing sessions to share lessons learnt to any
stakeholder groups;

- Providing administrative support and organising other
wokshops, training courses;

- Working sessions of the Gender Taskforce are maintained;

- Project outputs are systematised.

7. Key performance indicator of assignment:

a) Lessons Learnt publication are disseminated in at least
two briefing sessions for stakeholders;

b) In total at least 8 workshops, training courses, and
focus groups are organized.
