Project Title: Building the Reproductive Health Capacity of
Commune Health Networks of Khanh Hoa and Da Nang City.

Summary of Project: Marie Stopes International Vietnam
(MSIVN) has received funding implement a three year project
in Khanh Hoa Province and Da Nang City. The purpose of the
project is to improve the capacity of commune health station
staff to deliver quality reproductive health services.
To this end, MSIVN has designed a comprehensive training and
technical assistance project which will enhance synergy of
~Sfront end~T service delivery issues (customer service;
social marketing; promotion) with ~Sback end~T issues
(management issues; technical capacity and knowledge of
health care staff).
The local consultant will work with the International
consultant to develop and execute a basline survey. This
survey and the recommendations based on the collected data will underpin the development of a comprehensive training
package for commune health staff in selected areas.
Purpose of consultancy:
1) Assist the International consultant in the development of
framework and terms of reference for execution of baseline
survey.
2) Assist the International consultant in the development of
survey collection tools and test survey tools for
effectiveness.
3) Execute information collection in Khanh Hoa and Da Nang.
4) Analyse data collected from field.
5) Make recommendations for design of training content
linked to collected data and submit to MSIVN.
Expected outputs:
1) Terms of reference for baseline survey
2) Tools for data collection designed.
3) Report which analyses data collected and makes
recommendations for the proposed training curriculum and for
development of M&E frameworks.
Qualification and experiences:
1) Minimum Bachelor Degree in Public Health or Medicine.
(Post-graduate degree highly desirable)
2) Demonstrated knowledge and understanding of reproductive
healthcare systems in Vietnam.
3) Previous experience in community assessment and
consulting.
4) Demonstrated skills and experience in design and
implementation of research projects. (Experience in the
field community and/or reproductive health highly
desirable).
5) Excellent command of the English language.
