Attached are the Terms of Reference for a short-term
consulting assignment that requires a Vietnamese and an international
consultant specialising in reform of land administration. Please pass
onto appropriate lists for the information of potential candidates.

Note that we are after those consultants who have a thorough
understanding of the land administration system in Vietnam and some of
the many efforts already undertaken by GOV and donors to reform the
process. As a team comprising an international consultant and a
Vietnamese consultant who have worked together successfully on similar
assignments in Vietnam could be ideal for undertaking this assignment,
submissions from such teams are very much encouraged.
We look forward to receiving proposals. Below is a summary of the
assignment.

[The total input is 24 person days for an International Consultant
inputs, with inputs in February and May in 2006 (each of 12 days) and 48
person days of Vietnamese Consultant inputs in February (24 days), May
and August (12 days each) in 2006.]



The overall objectives of the consultancy are that in conjunction with
the Programme’s Partners, the consultants will:

1. Review existing land administration services to determine priority
areas in which reform is needed.
2. Prepare Action Plans for Land Administration Reform within each
district and the province in 2006.
3. Identify those activities in the Plans that require external
assistance and prepare Investment Plans for TTH RDP or other donor
assistance.
4. Assist the Partners to implement the Plans.
5. Guide Partners to develop, use and analyse performance indicators
to assess progress in achieving reform.

Inputs #1 and # 2 for the international consultant are to coincide with
Inputs # 1 and # 2 for the Vietnamese consultant, as they are to work as
a team on this assignment.



*Qualifications*



The *Vietnamese consultant* should have a minimum of a Batchelor’s or
Masters Degree in Regional Planning / Development or related fields.
She/he should have a minimum of five years practical work experience in
working in land use planning and administration and ideally in improving
those systems. The consultant needs to have a thorough understanding of
current legislation relating to land use planning and administration and
the efforts of the Government of Vietnam to reform this sector.
Experience in designing and implementing reform measures would be highly
regarded. He/she must also have good computer skills and where working
in a team, must have demonstrated success in working in consulting teams
and be capable of communicating in English.



The *international consultant* should have a minimum of a Masters Degree
in Regional Planning / Development or in a related field. She/he should
have a minimum of seven years practical work experience in working in
land use planning and administration and ideally in improving those
systems. The consultant should have an understanding of current
legislation relating to land use planning and administration and the
efforts of the Government of Vietnam to reform this sector. Experience
in designing and implementing reform measures, particularly in Vietnam,
would be highly regarded. He/she must also have good computer skills and
where working in a team, must have demonstrated success in working in
consulting teams.
