Attached are the Terms of Reference for a short-term
consulting assignment that requires a Vietnamese and an International
consultant specialising in reviewing the effectiveness of organisations.

*Consultancy Terms of Reference - **Organisational Effectiveness Reviews*
*[The total input is 24 person days for an **International Consultant
inputs, with inputs in March and May in 2006 (each of 12 days) and 36
person days of *Vietnamese *Consultant inputs in March, May and June
(each of 12 days) in *2006.]**

The overall objectives of the consultancy are to: (i) Develop strategies
to undertake reviews in the three districts and selected provincial and
commune offices, (ii) Using a Results Based-Management approach, assist
Partners to establish and motivate a Working Group in each DPC to:
direct and implement the changes needed, devise Action Plans for Reform
of each office, prepare proposals for external assistance (including TTH
RDP) and assist implement, monitor and evaluate the results and impact
of any activities funded by TTH RDP.

*Consultant Input and Timing*



The duration, input and timing of assignments will be negotiated
separately. Consultants are being invited to nominate themselves for
work as an individual on the assignment or as a team. For the
assignment, the consultants’ inputs are allocated as follows:

Inputs #1 and # 2 for the international consultant are to coincide with
inputs for the Vietnamese consultant, as they are to work as a team on
this assignment.



The Vietnamese consultant should be an Organisational Specialist with an
understanding of the GOV reform agenda and the legal framework in which
reform can occur. She / he should also have a minimum of a Batchelor’s
or Masters Degree in Organisational Behaviour / Development, Public
Administration, Management or Administration, or in another relevant
field. She/he should have a minimum of five years practical work
experience in working in organisational development and ideally in
improving an organisation’s effectiveness. He/she must also have good
computer skills and where working in a team, must have demonstrated
success in working in consulting teams and be capable of communicating
in English.



The international consultant should be an Organisational Specialist with

Preference will be given to consultants with a track record of
successfully facilitating activities associated with improving
organisations in Vietnam.

* The consulting assignment (quoting the title from the heading
of the relevant TOR) and a summary of the candidate's
qualifications and experience as set out in the appropriate
TOR. (This summary to be not longer than 2 pages in length.)
* A proposed fee rate per day. (This is for fees only as other
costs, such as travel, are dealt with separately.)
* Availability to undertake the assign at the indicative time
shown in the TORs.
* Note that details of referees are NOT REQUIRED at this time,
but may be required for short-listed consultants.

* Attach to the email a copy of the current CVs, highlighting
relevant qualifications and experience.
