Project title: Youth Volunteers in Cultural Heritage
Preservation in Viet Nam
1. Introduction to UNV
UNV’s mission statement expresses the organization’s raison
d’_tre:
Volunteering brings benefits to both society at large and
the individual volunteer. It makes important contributions,
economically as well as socially. It contributes to a more
cohesive society by building trust and reciprocity among
citizens.
The United Nations Volunteers is the UN organization that
supports sustainable human development globally through the
promotion of volunteerism and the mobilization of
volunteers. It serves the causes of peace and development
through enhancing opportunities for participation by all
peoples. It is universal, inclusive and embraces volunteer
action in all its diversity. It values free will,
commitment, engagement and solidarity, which are the
foundations of volunteerism.
2. Information about the project
The important Cultural Heritage Areas of Viet Nam—the three
World Heritage Areas (WHA) of Ha Long Bay, Hoi An Ancient
Town and My Son Sanctuary – face a variety of threats to
their integrity. The Youth Volunteers in Cultural Heritage
Preservation (YVCHP) project proposes to support Viet Nam in
preserving its cultural heritage in these three areas.
It does so by raising public awareness and encouraging
communities living in and around these areas to participate
in conservation and community cultural development. The
project was designed to achieve this by building the
capacity of young people/ youth volunteers to preserve both
tangible and intangible heritage and by the promotion of
volunteering for cultural heritage preservation.
The following objectives will be achieved by project end:
1. to raise the cultural heritage awareness among the target
groups
2. to build the capacity of youth volunteers to promote and
conserve cultural heritage
3. To identify and facilitate linkages between cultural
heritage activities and income generating opportunities.
3. Purpose/Justification of the Evaluation
As the project will be completed on 1 February 2006, it is
time for a final evaluation. The aim of the evaluation is to
make an objective assessment of the results and the
outcomes/impact that the project has achieved. This
objective assessment will increase UNV’s accountability to
donors and will identify lessons learnt, and perhaps best
practices. The documented results of the evaluation will
facilitate information and knowledge sharing and thereby
contribute to similar development initiatives in the future.
4. Objectives of the Review/Evaluation
- To assess the (unique/net) contribution of volunteerism to
achieving the project objectives.
- To assess the achievement of project objectives as
detailed in the project document.
- To assess the impact of the project on the beneficiaries.
- To assess the capacity of the Youth Union to continue and
to replicate the model demonstrated/developed by this
project
- To identify best practices and lessons learned for
information sharing purposes.
- To provide general recommendations regarding future
projects of UNV in similar areas of intervention, and in
similar partnerships.

6. Requirements
The assignment will be contracted to a company/consultants
with experience in the substantive area and good
understanding of the concept and contribution of
volunteerism to social development. The
company/consultant(s) should have:
- University degree at the post-graduate (Master’s) level in
the social/cultural sciences, management or another relevant
field of study
- 10 years work experience of which at least five are in a
developing country
- Proven track record and experience in evaluation
consultancy work
- Knowledge of UNV programmes and work experience with UN
system would be an asset
- Knowledge, understanding, and experience of volunteerism,
an asset
- Excellent analytical and report writing skills
- Good people and communication skills
- Sensitivity towards gender issues; and
- Excellent English and Vietnamese language skills, both
written and spoken

9. Application procedures
Interested individuals or companies should send a brief
application letter highlighting how they meet the
requirements listed above (point 6), as well as CVs of all
individuals who will be involved in the evaluation, and in
case of a team approach, outline the different roles of
those individuals in the team.
Applications are due by 14 December 2005, and the evaluation
is expected to start as soon as possible and no later than 3
January 2006.
