Project Secretary*censored*Interpreter

I. Background Information:

Project VIE/01/014 – Capacity Building for Disaster
Mitigation in Vietnam, funded by United Nations Development
Program (UNDP), Royal Embassy of Netherlands and Government
of Luxembourg, was approved by the Government of Vietnam in
April 2002. The development objective of this project is to
implement the Second National Strategy and Action Plan for
Disaster Mitigation in Vietnam, and to further strengthen
the national capacity of the country to mitigate the impact
of disaster that increase the poverty, reduce environment
protection and prevent sustainable development. In order to
achieve this general objective, the project has following
objectives of 5 project components:

1) Reduce the vulnerability of Central Viet Nam to disasters
through the successful implementation of the Natural
Disaster Mitigation Partnership (NDM-Partnership) through
improved coordination and cooperation of disaster mitigation
efforts by both Government agencies and Donors and through
awareness raising and enhanced capacity of local authorities
and grassroots people. The Project will also serve for
Donors, who wish to avail themselves of this facility, to
fund the projects under the framework of the Partnership
through delegation of management authorities to UNDP and the
Partnership Steering Committee.
2) Assist the Government to develop a long-term strategy and
programme for flood management and mitigation in the Mekong
River Delta in a whole of river basin approach, in
collaboration with member countries of the Mekong River
Commission.

3) Develop disaster-resistant parameters and standard
designs to be systematically applied in the appraisal and
approval of development projects; and make recommendations
to Government aid coordinating agencies for amendments or
development of additional criteria to ensure that the
appraisal and approval of Official Development Assistance
(ODA) include disaster management considerations

4) Recommend options to establish a self-funding mechanism
for natural disaster recovery to facilitate rapid
rehabilitation of the livelihood of disaster affected
populations, in order to establish a barrier to repeated
cycles of disasters and resulting poverty in the most
disaster prone-areas of Viet Nam.

5) Strengthen research capacity for disaster mitigation, to
be able to effectively integrate disaster mitigation and
management issues into development strategies and actions in
Viet Nam; especially in policies and program for poverty
reduction, environment protection, and sustainable
development.

In addition, since October 2005, the project has received
funding from OFDA as a new project component which aims at
reducing vulnerability of poor coastal and inland households
in the Mekong River Delta of Vietnam to negative impacts of
annual flooding.

II. Job Description:

1. Duration: December 2005 to October 2006

2. Duty Station: Hanoi with travel to province as required.

3. Duties and responsibilities:

The main duties of the Project Secretary/Interpreter are as
follows:

- Perform all secretarial works of the project under the
overall guidance of the National Project Director, Deputy
National Project Director and National Project Manager.

- Translate project documents, interpret in meetings,
workshops, fieldtrips, etc. as required for the project
activities;

- Assist in priority projects’ preparation, proceedings and
implementation of project activities; Keep profiles and
ensure constant contacts with project's partners of line
ministries, co-implementing agencies and provinces;

- Support the Mekong OFDA component under overall guidance
of the Project Senior Technical Advisor in managing
activities under the new component of the project to support
piloting flood proof technology.

- Assist in preparing work plans, project reports, project
documents as required;

- Assist and/or participate in meetings of Governmental
Agencies, INGO and donor working groups; assist in emergency
join relief needs assessment for disaster relief; Assist to
organize workshops, meetings, trainings, etc.

- Manage office documents like letters, messages, project
documents and reports; Operating and maintenance of office
equipment such as computers, photocopier, fax machine, etc.

- Perform any other duties as specified by the project
management

4. Qualifications

- University degree in English language or related
disciplines;

- Minimum of 2 working years experience in administration
and office management;

- Experiences with Official Development Assistance (ODA)
projects, particularly with nationally-executed projects
(NEX) are preferred;

- Working knowledge and experience with Government agencies
are essential;

- Fluent written and spoken English.

6. Selection process:

After an initial screening of applications, short-listed
applicants will be contacted, and invited for an interview.
