JOB VACANCIES
The MacFarlane Burnet Institute for Medical Research and
Public Health (the Burnet Institute, BI) is an
internationally recognised medical research and public
health agency investigating some of today’s most serious
viral infections such as HIV/AIDS, hepatitis and measles.
The Burnet Institute is a not for profit organisation,
accredited by the Australian Agency for International
Development, and is a registered charity in Australia.
BI Vietnam (BI/VN) has been providing advocacy, training and
technical support to risk reduction in Vietnam since 1995.
We currently maintain an office and local staff in Ha Noi
running comprehensive risk reduction projects with the main
beneficiaries being injecting drug users in Thanh Hoa and
Bac Giang and Ha Noi provinces.
We are seeking suitably qualified Vietnamese Nationals for
the following positions:
POSITION OBJECTIVE:
The incumbent in this position is responsible for:
- Maintenance of transparent and accurate financial
management system for all BI/VN projects;
- Assuring that all disbursements/reimbursements are made in
compliance with FHI and or MBI policy and others and
applicable to PEPFAR and Government of Vietnam rules and
regulations.
- Overseeing the smooth running of all office financial
issues, reviewing invoices and other requests for payment of
goods and services submitted to BI/VN office;
- Preparing all financial reports for BI/VN.
- Provide assistance to CPM in the program development of BI
Viet Nam
FAMILIARIZATION AND UNDERSTANDING OF:
- BI/VN policy and procedures
- PEPFAR/FHI donor requirements and contracts
- Government of Vietnam (GoV) laws and regulations
DUTIES & RESPONSIBILITIES:
Financial Management Systems
- Maintain accurate, transparent and an up to date financial
management system for all BI/VN projects.
- Maintain separate project records (budget forecasts,
financial reports, expenditure files and reports, cash
balance) for all BI/ VN projects.
- Manage the internal control system of payments such as
accuracy, budget and approval limits by checking cash/check
advance requests from staff, employee expense reports, and
supporting documents.
- Monitor and verify staff expenditure against project
estimates and communicate and document areas of concern to
the BI/VN CPM as they arise.
- Manage the disbursement of expenses related to direct fund
activities including workshops, preparing per diem,
accommodation and other expense payments.
- Review all consultant invoice claims and direct fund
activities for correctness and verification that the claim
conforms to the signed agreements and rules and regulations.
- Provide advice and assistance to project staff with regard
to accounting procedures and in resolving any financial
difficulties encountered.
- Ensure the accuracy of cash balance by checking cash on
hand every Friday.
- Ensure all financial matters conform to BI/VN and
PEPFAR/FHI policy/procedural and contractual requirements.
- Manage salary payments to staff as per contractual
arrangements.
- Maintain confidentiality relating to all financial
matters.
Financial Reporting
- Prepare quarterly/annual and end of project financial
reports as per BI/VN and donor requirements.
- Prepare monthly expenditure reports and circulate to the
CPM and for review and approval by the 5th day of the
following month.
- Prepare monthly narrative report for each project
highlighting areas of concern and submit to the CPM. This is
due before the 5th day of the following month.
Training
- Develop and deliver financial management training programs
and mentoring to BI/VN staff and local counterparts.
- Evaluate such programs and revise programs accordingly.
Others
- Perform other tasks as assigned by the CPM
- Participate in relevant meetings.
KNOWLEDGE, SKILLS & ABILITIES
- Excellent spoken and written English language skills.
- Good organizational, administrative and planning skills.
- Ability to work well with others and to develop and
maintain relationships among project staff.
- Sound knowledge of HIV/AIDs including harm reduction
- Ability to work independently with minimal supervision.
- Skill in word processing in English. Knowledge of
computer software programs, such as Microsoft Office XP
2000.
MINIMUM RECRUITMENT REQUIREMENTS
- University Degree in a relevant field with at least 3-5
years experience in finance, accounting or business
management
- Sound knowledge of accounting; preferably have knowledge
of international donor regulations and reporting
requirements.
- Experience must reflect the knowledge, skills and
abilities listed above.
- Prior experience working with INGOs is essential
