*Consultancy Terms of Reference - PAR Performance Management Specialist*
[The total input is 24 person days for a Vietnamese PAR consultant with
inputs of 12 days in January and 6 days each in March and June 2006.]
Under this consultancy, a performance management consultant will assist
Partners to prepare and implement strategies to improve the performance
of government agencies and realise the benefits expected of the PAR
Action Plan at national, provincial and district levels. The approach to
be taken is to support Partners to develop and use a system of
Performance Indicators (PIs) to identify areas where performance needs
to improve and to implement suitable measures to ensure that those areas
do meet the standard required. A Working Group may be the preferred
vehicle for mobilising the wide range of expertise and sectors that will
need to be brought together to prepare an effective and broad-based
performance management system.
The overall objectives of the consultancy are to: (i) assist DOHA, the
three DPCs and other stakeholders to prepare Performance Indicators
(PIs), (ii) test their application and analyse the results achieved and
(iii) recommend any further action that is needed to improve the
performance.
The Vietnamese consultant should have a minimum of a Batchelor’s or
Masters Degree in Development Economics, Economics, Public
Administration, Management and Administration, or in another relevant
field. She/he should have a minimum of five years practical work
experience in working in developing and improving organisations’
effectiveness, particularly in reviewing and planning performance
management strategies, in particular the development and use of
Performance Indicators. He/she must also have good computer skills and
be capable of communicating in English.
The consultant is expected to provide and use her/his own computer in
preparing the draft and final reports, sharing electronic files as
necessary in Word and Excel formats.

qualifications and experience as set out in the appropriate
TOR. (This summary to be not longer than 2 pages in length.)
* A proposed fee rate per day. (This is for fees only as other
costs, such as travel, are dealt with separately.)
* Availability to undertake the assign at the indicative time
shown in the TORs.
* Note that details of referees are NOT REQUIRED at this time,
but may be required for short-listed consultants.
* Attach to the email a copy of the current CVs, highlighting
relevant qualifications and experience.
