VIETNAM CONSERVATION SUPPORT PROGRAMME

Fauna & Flora International is recruiting exciting and
challenging national positions to support the
implementation of its ‘Community-based Conservation of the
Hoang Lien Mountain Ecosystem Project’
Community Outreach Officer

Community-based Conservation of the Hoang Lien Mountain
Ecosystem Project

The Hoang Lien Mountains are one of the most biologically
and ethnically diverse landscapes in Vietnam and the wider
Indochinese region. The area is recognised nationally, in
the Biodiversity Action Plan and internationally as one of
the top conservation priority landscapes for northern
Vietnam, of critical biological importance. However, as a
result of rapid rural development and population expansion
the natural forest ecosystem of the Hoang Lien has become
fragmented and populations of wildlife have been depleted.

Through the implementation of the Community-based
Conservation of the Hoang Lien Mountain Ecosystem Project,
Fauna & Flora International’s (FFI) Vietnam Programme and
the Forest Protection Departments of Lao Cai, Son La and
Yen Bai provinces, together with the Hoang Lien National
Park, are working to assist local communities in
maintaining the biological diversity of the Hoang Lien
Mountains of north-west Vietnam.

The projects goal is that the ‘cultural and biological
diversity of the Hoang Lien Son Mountain forests is
sustained and livelihood of people living in and from the
forest is improved.’ This is undertaken through the
piloting of collaborative and sustainable approaches to
biodiversity and landscape conservation in the Hoang Lien
Son Mountain forest.

Indicative Terms of Reference

Duty Station

One of the districts within the project area: Sa Pa, Van
Ban (Lao Cai Province), Mu Cang Chai (Yen Bai Province) &
Muong La (Son la Province).

Scope of work In close collaboration with project partners,
ensure effective and timely implementation a wide range of
community-based conservation interventions within one of
the HLSP project sites (districts).

An indicative list of these interventions includes the
following participatory processes:

- village development planning and resultant alternative
livelihood pilots (including tree nurseries, fodder trials,
apiculture, etc.);

- forest land use planning in the context of ‘protected
area’ development and zonation;

- village forest protection agreements;

- collaborative management mechanisms, e.g. community
monitoring groups.

Tasks

All tasks listed below are to be conducted in collaboration
with HLSP partners and with the approval of the project’s
Team Leader.

- Supporting the implementation of project
activities/processes (indicated above) following agreed
work plans;

- Liaising with all (local community and government)
stakeholders;

- Communicating key conservation messages to stakeholders;

- Facilitating stakeholder meetings and workshops;

- Ensuring that all activities are developed, planed,
implemented, monitored & evaluated in such a way to
pro-actively engage women and other disadvantaged sectors
of the community. This many involve the development of
targeted activities for key stakeholder groups to empower
them within the wider processes and component activities of
the project.

- Co-ordinating and ensuring on-going mutual support with
other members of the HLSP staff and counterpart team in
other sites.

- Supporting the implementation of a participatory
monitoring & evaluation framework for the project.

- Documenting clearly – in English and Vietnamese – all
work of the project.

Requirements

- Degree qualification in a relevant subject (rural
development/ natural resource management);

- More than 3 years relevant and practical field experience
working with ethnic minority communities;

- Dynamic and highly motivated, able to manage complex sets
of tasks, and function independently;

- Good practical experience of Participatory Rural
Appraisal and other local-level participatory methods of
assessment;

- Familiarity with forest management planning and forest
policy in Vietnam especially in relation to protected area
management and community-based forest management.

- Demonstrated appreciation of traditional systems of
natural resource management;

- Strong communicators, good negotiators, understand and
believe in participatory processes, and will work well with
a range of stakeholders from farmers and community members
to provincial officials and Forest Protection Department
staff.

- Good spoken and written English and fluent Vietnamese;

A one page covering letter should specify the position
being applied for and highlight why the candidate feels
they are the right person for the job. A CV detailing
professional experience and relevant qualifications should
be provided, and three references.

FFI provides a competitive remuneration package which
includes Government of Vietnam required payments for
insurance and health plus other benefits. Candidates
should provide information of their salary history and
their salary expectations.
