The government of Vietnam, Laos and Cambodia have received a loan from
the Asian Development Bank
(ADB) to undertake Mekong Tourism Development Project. In Vietnam, The
Vietnam National
Administration of Tourism (VNAT), the executing agency, is responsible
for the implementation,
management and coordination of the Project which will be implemented
in two southern provinces of
Vietnam, namely An Giang and Tien Giang.
To undertake the Part B “Pro - Poor Community based Tourism
Development”, the Project need to
recruit several Consultants below.

VACANCY ANNOUNCEMENT
The Mekong Tourism Development Project (MTDP) is part of a
regional initiative supported by a loan from the ADB
(VIE-1971) aiming at promoting sustainable tourism
development and poverty reduction. The project is executed
by VNAT-Vietnam National Administration of Tourism and is
being implemented in the provinces of An Giang and Tien
Giang. In order to implement the project Part B (Pro-poor
community-based tourism), the project is seeking highly
qualified consultants to cover several short and medium-term
part time positions as follows:
1. 01 International Consultant on Small/Median Enterprise
(SME) development (2 months)
Key qualifications:
- Relevant technical education and background
- A thorough understanding of the creation, operation and
regulation of community-based tourism enterprises
- Work experience in Vietnam and/or in other GMS countries,
preferably in the tourism, SME, and/or rural development
sectors
- An understanding of Vietnam’s legal system, administrative
procedures, tourism industry, and existing SME-related laws
and regulations
- Have a demonstrated ability to work closely and
effectively together with host-counterpart staff of
executing agencies and public sector organizations in GMS
countries, especially in Vietnam.
2. 01 International Consultant on Social and Gender
issues (2 months)
Key qualifications:
- Relevant technical education and background
- An understanding of gender related issues in Vietnam and
GMS, especially among ethnic minority women (for An Giang).
- A thorough understanding of the design, implementation and
monitoring of community-based tourism programmes
- Work experience in Vietnam and/or other GMS countries,
preferably in the gender, tourism and/or rural development
sectors. Experience in working with the Women Union of
Vietnam will be particularly relevant.
- Have a demonstrated ability to work closely and
effectively together with host-counterpart staff of
executing agencies and public sector organization in GMS
countries, especially in Vietnam.
3. 01 National Consultant on Social and Gender issues ( 8
months)
Key qualifications:
- Relevant technical education and background
- An good knowledge of social and gender related issues,
especially among ethnic minority women (for An Giang) and
other vulnerable sectors of society.
- A thorough understanding of the design and implementation
of gender and development plans.
- Solid work experience preferably in the gender, tourism
and/or rural development sectors. Experience in working with
the Women Union and other mass organizations of Vietnam will
be particularly relevant.
- Have a demonstrated ability to work closely and
effectively together with host-counterpart staff of
executing agencies and public sector organizations.
4. 01 International Consultant on Eco-tourism planning (2
months)
Key qualifications:
Relevant technical education and background
- A good knowledge on landscape and physical planning
- A thorough understanding of the design, implementation and
monitoring of community-based eco-tourism products and
small-scale tourism related infrastructures
- A solid work experience in Vietnam or GMS countries,
preferably in the tourism, conservation and/or rural
development sectors
- Have a demonstrated ability to work closely and
effectively together with host-counterpart staff of
executing agencies and public sector organization in GMS
countries, especially in Vietnam.
5. 01 National Consultant on Eco-tourism planning (8 months)
Key qualifications:
- Relevant technical education and background
- A good knowledge on landscape and physical planning
- An understanding of the design and implementation
eco-tourism products and small-scale tourism related
infrastructures
- A solid work experience in tourism, conservation and/or
rural development sectors
- Have a demonstrated ability to work closely and
effectively together with host-counterpart staff of
executing agencies and public sector organizations.
Duty Station for all 5 positions: Hanoi with occasional
travel to the two provinces.
