Project Title:
VIE/01/G41-Vietnam: Promoting Energy Conservation in Small and
Medium scale Enterprises PECSME ^Ö PDF-B Exercise

Introduction: The UNDP/GEF-assisted PECSME project is
intended to reduce the greenhouse gas emissions from
small-and medium-sized enterprises (SMEs) by removing
existing policy, institutional, technical, informational and
financial barriers to adoption of more energy efficient
technologies and practices. The energy management schemes
that will be developed, promoted and demonstrated under this
project, and later will be replicated after project
completion are expected to result in positive impacts to the
country's SME sector.
The objective of the PDF-B exercise is to specifically
determine and design the relevant project components that
will address the barriers to the adoption and widespread
application of energy efficient technologies and practices
in Vietnam^Òs SME sector.
Assignment Aim: Provide guidance/advices for subcontractors
on issues related to financial area and develop appropriate
financing mechnisms for energy conservation projects in
SMEs.
Responsibilities and Duties:
1. Draft methodologies to assess the available financing
mechanisms for SMEs in cooperation with the Project Design
Expert and PMO.
2. Direct/guide two subcontracted teams on Financial
Arrangement and Demonstration Schemes and review/assess
their outputs.
3. Evaluate the training needs of SMEs in the areas of
bankable energy conservation and energy efficiency (EC&EE)
project development.
4. Evaluate the training needs of financial institutions in
the areas of evaluation of EC&EE project financial viability
and minimization of transaction costs and risks.
5. Advise on energy service company development.
6. Identify and develop appropriate financing mechanisms for
SMEs development in consultation with local banks.
7. Develop the demonstration scheme for SME project finance
and energy conservation implementation.
8. Liaise with UNDP Vietnam closely to report progress.
Submit a report on progress to PMO and UNDP Vietnam at the
end of each mission.
Deliverables:
1. Report on SME training needs assessment on bankable EC&EE
project development and on training needs assessment of
financial institutions on evaluation of EC&EE project
financial viability and minimization of transaction costs
and risks.
2. Report on the proposed demonstration schemes.
3. Report on the appropriate financing mechanisms for EC&EE
projects for SMEs.
4. Mission reports to PMO and UNDP Vietnam.
Qualifications:
- Postgraduate degree in Energy Management or Financial
Economics.
- At least 5 years track record of experience in the
development of energy policies, and at least 5-year working
experience with international funding organizations.
- Extensive knowledge of the financial needs and
opportunities for financing projects of SMEs, as well as
developing financing mechanisms for SMEs.
- Experience in formulating effective demonstration programs
for energy efficiency financing and market delivery
mechanism.
- Fluency in spoken and written English.
- Available for three missions during the PDF B project
duration (beginning, middle and end).
