Training Consultants
The Official Development Assistance Partnership (ODAP) is a formally established between the HCMC People's Committee, the Ministry of Planning and Investment and a group of key international donors. The aim of this initiative is to facilitate information sharing among the partners, to mobilise coordinated support in accordance with comparative advantages, to assist in overall strategy formulation and in the implementation of priorities for investment and institutional strengthening. One of ODAP's key functions during its second year of operation is to contribute towards ODA effectiveness in HCMC through direct support for training in project management. Following the training needs assessment, the subsequent activity will be the design and provision of pilot training courses, specifically targeting the ODA Project Management Units and the associated HCMC departments.
ODAP is now seeking two national consultants to work as a close knit team with the international consultants who will take the technical leads for design and implementation of pilot courses, and training of trainers over a period of three calendar months commencing from November 2001. Subject to performance and skills in course design and training delivery, the successful candidates would subsequently be considered for the continuation of further assignments on training programme design.
Qualifications and Experience: Applicants for the two positions should have university-level qualifications and practical experience covering both management and training preferably with international post-graduate studies or research in project management and training techniques. Practical experience in designing, managing and delivering training programmes is necessary. Operational experience with project management, preferably involving international donor agencies and familiarity with the Vietnam ODA regulatory and procedural framework and particularly the HCMC situation would be a distinct advantage. Fluency in written and spoken English is required.
